Police arrest Portland man seen on video beating dog

Thanks to tips from the public, investigators were able to find and arrest the suspect, who was caught on video repeatedly abusing a dog in early August, police said.

PORTLAND, Oregon – Police have identified and arrested the man caught on surveillance video repeatedly abusing a dog in a northeast Portland apartment building.

Thanks to tips from the public, detectives were able to locate and observe the suspect, 25-year-old Isaac Booker Justham of Portland, police said.

On Aug. 2, Justham was seen on surveillance cameras at a residence on Northeast Holladay Street near Northeast Grand Avenue. The footage showed him repeatedly abusing a small black dog, hitting the animal with a thick rope, hanging it from a fire extinguisher and then repeatedly kicking it, according to PPB.

At around 4:30 p.m. on Saturday, Justham was spotted by detectives requesting assistance from the Central Precinct, according to the Portland Police Bureau (PPB), who then took him into custody at the corner of Northwest 13th Avenue and Northwest Flanders Street.

After his arrest, Justham claimed to have ingested fentanyl. He was taken to a hospital for evaluation, then released and questioned by detectives, according to PPB.

During questioning, Justham refused to provide any information about the dog's whereabouts and was booked into the Multnomah County Detention Center on three counts of first-degree aggravated cruelty to animals and several outstanding warrants.
