Clarion County is looking for a full-time Warden for the Clarion County Jail.

Position: Janitor, full-time, 80 hours per pay period
Department: Prison, Clarion, PA
Salary level: $46,446.40 – $62,930.00 annually

Area of ​​responsibility
The Warden is the chief official of the Clarion County Jail. He is responsible for developing and implementing policies and procedures for the efficient and orderly operation of the jail. In addition, the Warden is responsible for distributing work assignments to administrative staff.

Areas of responsibility

  1. Supervises the entire operation of the prison.
  2. Supervises the staff of the County Jail, handles all personnel matters including evaluations, and recommends disciplinary actions in consultation with the Board of Jailers.
  3. Conducts interviews with potential employees, selects the applicant(s) and recommends them to the Prison Board for approval of employment.
  4. Develops policies and procedures for the efficient operation of the entire prison.
  5. Prepares and submits the budget for the fiscal year for review and approval; monitors overall budget and approved expenditures to maintain cost efficiency; works within the County Accufund system and is involved in contract issues with the County.
  6. Provides appropriate training to administrative and prison staff to ensure training in the Standard Operating Procedures Manual, State Training Academy, and other related training as may be necessary or required.
  7. Attends the monthly meeting of the Prison Committee and any other special meetings requested by the Committee; makes recommendations and prepares reports requested by the Prison Committee.
  8. Daily interaction with administrative staff, correctional staff, police departments, courts, probation officers, attorneys, district staff, the public, and the Prison Board regarding essential job functions.
  9. Maintains knowledge of applicable federal, state and local laws, rules and regulations as they affect the prison.
  10. Operates the prison in accordance with federal, state and local laws, rules, regulations and regulations.
  11. Oversees inspections of the prison and recommends corrective action as needed; reports inspection results to the Board of Corrections and takes corrective action as needed; collaborates with the Pennsylvania Bureau of Corrections during the inspection process, reports any corrective action to the Bureau and forwards it to the Board of Corrections.
  12. Reviews service provider contracts and recommends changes to the Prison Board if necessary (e.g. in the areas of telephone and computer services, food, medical care, building repairs/improvements, etc.)
  13. Facilitates programs for the possible rehabilitation of prisoners.
  14. Meets daily with administrative staff and on-site supervisors to coordinate operations.
  15. Ensures facility compliance with employment contracts and labor laws, conducts employee/management meetings, and investigates and evaluates union complaints in collaboration with Human Resources.
  16. Manages inmates’ sentencing orders, leave requests, work assignments, etc.

Other tasks

  1. Attends meetings, seminars and training sessions as required.
  2. Performs other job-related duties related to corrections as required.
  3. Works daily at the prison and attends other work-related meetings.
  4. Visits to the prison according to a pre-arranged schedule to meet with prison staff and hold discussion meetings at irregular times.
  5. Notifies the Prison Board of upcoming leave of absence or attendance at training seminars.
  6. Member of committees related to the operation of the prison

Supervision received: Receives limited direction and/or supervision from the District Administrator regarding the daily operations of the jail.

Supervision exercised: Has supervision of all prison staff and is the primary contact for all matters concerning the prison.

Working conditions

  1. Works indoors with adequate space, lighting, ventilation and temperatures.
  2. Works indoors with average noise levels, but frequent disruptions and stress.
  3. Normal dust/dirt levels indoors.
  4. Works “on call” or as needed (“on call” 24 hours/7 days).
  5. Works daily with potentially unpredictable, hostile or aggressive inmates.

Physical and mental condition

  1. Must have the ability to record, communicate and present information, explain procedures and follow instructions.
  2. Must be able to stand and sit for extended periods of time during the workday, requiring frequent walking and occasional twisting, reaching, climbing, pulling and pushing to retrieve files, conduct inspections, or perform other job-related duties.
  3. Dexterity requirements range from simple to coordinated movements of the fingers/hands, feet/legs and torso necessary to perform job tasks.
  4. Sedentary work involving occasional lifting/carrying of objects weighing ten pounds or more.
  5. Must be able to handle the physical and mental demands of the position.
  6. Must be able to react quickly, both physically and mentally, in the event of a disturbance or physical outburst.
  7. Must be able to pay close attention to details and focus on the job.

Qualifications

  • Training
    • Bachelor's or Master's degree in Correctional Administration or related field preferred. Certification in Corrections through the Pennsylvania Bureau of Corrections, First Aid and CPR required. Certification in “non-lethal” equipment. Computer science skills required. Training and certification in fingerprinting procedures and CPIN, CLEAN, DNAs, NCIC, Doc Compliance required.
  • Professional experience
    • Five to ten years of professional experience in a correctional setting in a supervisory capacity or an equivalent combination of experience and education. Must be able to demonstrate gradual advancement in the position.
  • Scope
    • Must work with the employer to obtain Act 34 PA State Police Criminal History, Act 151 PA Child Abuse, and FBI clearances prior to employment. All clearances must show acceptable results. Clearances must be renewed every five years.
    • Must not appear on exclusion lists as defined in Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.

  8. Must have technical knowledge of the legal standards and regulations governing the safety and operation of a correctional facility. In addition, must have a thorough knowledge of the county personnel handbook and current union contract.
  9. Must have advanced knowledge of the principles and practices of effective supervision.
  10. Must have the ability to assign and review work to subordinates.
  11. Must be able to make appropriate recommendations regarding revision of policies and procedures and present such recommendations to the Prison Committee.
  12. Must have knowledge of inmate behavior patterns and be able to respond appropriately and effectively to prisoner classification as prescribed by the Pennsylvania Bureau of Corrections.
  13. Must have excellent analytical skills and be able to develop and implement policies and procedures to maximize efficiency and security in the prison.
  14. Must have excellent time management and organizational skills.
  15. Must maintain an open, non-judgmental attitude in all duties of this position.
