Smuggling scheme in Waukesha County Jail; search warrants unsealed

WAUKESHA, Wisconsin. – Recently unsealed search warrants shed light on a smuggling scheme at the Waukesha County Jail.

The 34-page search warrant for Johanna Grace's cell phone shows exactly what federal authorities were looking for in 2023: records and information about contraband handed out to federal prisoners.

In July 2024, Grace pleaded guilty to giving marijuana and a cell phone to a federal inmate in the Waukesha County Jail. At the time, Grace was a lieutenant. A special agent with the Milwaukee Field Office of the Bureau of Alcohol, Tobacco, Firearms and Explosives led the investigation.

The report shows that in April 2023, a prison employee received a call from a woman who said an inmate had access to an iPhone. When searching the inmate's cell, investigators say they found a charging cable and headphones hidden in a bag of fruit snacks.

The inmate's girlfriend also expressed concern that he was having a relationship with a prison officer.

When investigators searched Grace's phone, they found evidence that she had given phones to the inmate on two separate occasions. Investigators said the two had exchanged sexually explicit videos in text messages.

According to investigators, in text messages to the inmate's friend, Grace admitted to giving him drugs.

Grace: “You know, (the prisoner) ate five gummy bears yesterday.”

Friend: “Yeah, he was high, is (swear word).”

In December 2023, Grace and another prison employee, Debrah Link, were tried in a separate case.

Investigators said inmate Randy Glenn Jr. was found dead in his prison cell in January 2023 while on watch with Grace and Link.

The coroner found five small bags of cocaine in Glenn's stomach. Both women pleaded not guilty to the charge of “abuse of a prison inmate.”

Grace will be sentenced for the federal crimes in October. She faces up to five years in prison. She is due back in court for the district case in early September.
