Penn Yan man charged with resisting arrest after incident at Village Park

Penn Yan police arrested Richard M. Hall, 61, on August 16 after he was caught consuming alcohol in a local park, in violation of village ordinance. When officers intervened, Hall attempted to grab the drink and resisted arrest, leading to additional charges.

Hall was charged with obstruction of governmental administration, resisting arrest, disturbing the peace and violating the Open Liquor Ordinance. The incident escalated when Hall physically resisted officers during the arrest.

Following his arrest, Hall was released on a summons and is scheduled to appear in Penn Yan Village Court at a later date to answer the charges.
