Former President Donald Trump has “concepts for a plan” to replace the Affordable Care Act, also known as Obamacare. At least that's what he claimed tonight during his debate against Vice President Kamala Harris in Philadelphia. Access to affordable health care remains a key issue for Americans, according to the Pew Research Center.

ABC News anchor Linsey Davis asked Trump if he planned to repeal the Affordable Care Act. He had promised to do so during his presidency but had not done so. Trump recently walked back that statement and said he would keep the Affordable Care Act unless he could find a good replacement. Trump's answer to such a serious issue as health care reform was very vague – but he knew that the Democrats were to blame for all the problems.

“Obamacare was terrible. It's not very good today. And I said if we can think of something, we'll implement it and replace it. But remember: I inherited Obamacare because the Democrats didn't want to change it. They didn't want to vote for it. They were united. They didn't want to vote for it. If they had, we would have a much better plan than Obama.”

Davis asked if he had a plan to replace the new health care system. Trump did not seem to remember that he had the opportunity to create a new health care system during his term as president but was unable to do so. Even today, he still does not seem to be able to give a coherent answer:

“I have Concepts of a plan. I'm not president right now, but if we propose something, I would only change it if we can find something better and less costly. And there are concepts and options that we have to do that, and you'll be hearing about them in the not too distant future.”
