* Update – Suspect arrested * State police detectives investigate shooting near Lincoln – Delaware State Police

Delaware State Police have arrested a 35-year-old James Cullen 3. of Magnolia, Delaware, and stems from the driving-related shooting that occurred in Lincoln in August.

On August 28, 2024, at approximately 11:41 a.m., officers responded to a cause shooting that occurred earlier that morning on Issacs Road near Cedar Creek Road. The preliminary investigation revealed that the victim was traveling northbound on Issacs Road and was involved in an alleged cause assault incident with the driver of an unknown pickup truck. The driver of the pickup truck fired one shot at the victim and fled the area. The victim was not injured.

Using investigative techniques, detectives from Squad 4 identified the suspect vehicle as a Chevrolet Silverado pickup truck. In addition, investigators identified James Cullen as the suspect involved in the shooting and obtained a warrant for his arrest.

On September 13, 2024Cullen turned himself in to Squad 4, where he was charged with the crimes listed below, arraigned by the Justice of the Peace of Court 2, and released after posting $13,000 bail.

  • Possession of a firearm during the commission of a crime (felony)
  • Reckless Endangerment 1st Degree (Serious Crime)

The Delaware State Police 4th Troop Criminal Investigation Division continues to investigate this incident.
