Suspect arrested in fatal hit-and-run crash involving pedestrian on Phelan Road – VVNG.com

PHELAN, California (VVNG.com) — California Highway Patrol (CHP) investigators today announced the arrest of a suspect in connection with a fatal hit-and-run crash on Phelan Road.

On Monday, September 16, 2024, at approximately 7:40 p.m., a fatal accident occurred when the driver of a Kia Sportage struck a pedestrian using a walker who was crossing the road on Phelan Road, east of Buttermere Road. The driver of the Kia subsequently fled the scene of the accident without checking on the victim's welfare.

On September 17, 2024, CHP officers contacted Roosevelt Garrett, 77, of Hesperia, while attempting to report an accident the day before that had occurred near the fatal incident.

Using investigative techniques, CHP investigators were able to locate a Kia Sportage that matched the description of the vehicle that fled the scene of the accident. The Kia was seized as evidence. Garrett was arrested and booked into the High Desert Detention Center on charges of hit and run and vehicular manslaughter.

“The California Highway Patrol takes hit-and-run and dangerous driving seriously and will actively investigate these incidents,” said Captain Todd Kovaletz, Victorville CHP area commander. “The CHP has highly trained personnel dedicated to investigating all crimes that occur on our roadways within our jurisdiction.”

The San Bernardino County Coroner identified the deceased woman as 65-year-old Cynthia R. Moss, a resident of Phelan.

CHP said the public's assistance is critical in the fight against aggressive driving and hit-and-runs. Anyone who witnesses a hit-and-run crash or dangerous incident is asked to call 9-1-1 and report the incident.

CHP's mission is to provide the highest level of safety and service.
