Case details

The shooting occurred on December 21, 2023, in an apartment building near 56th and Wahner. A 31-year-old man was hospitalized with a non-life-threatening gunshot wound to the chest.

According to a criminal complaint, the victim said he was in the apartment building's underground parking garage when he was shot while taking out the trash. He said it sounded like the shots came from three different guns, but he only saw one suspect — who was wearing a mask.

According to the report, officers determined that the shots had hit nine vehicles. Over 40 cartridge cases fired from three different weapons were seized.

According to prosecutors, police officers saw surveillance video of a white Infiniti with a Wisconsin license plate driving into the parking garage that day. The occupants of the Infiniti remained in the parked vehicle until the victim entered the garage shortly before 12:30 p.m. As the victim approached the Infiniti, two suspects began shooting.

A few days later, West Allis police found the suspects' Infiniti and determined it had been stolen. The vehicle was examined for fingerprints and DNA, and the complaint states Lobley was identified as one of the car's occupants. Photos of Lobley also showed “very similar” tattoos to those of one of the shooters.

Lobley was arrested in March 2024. The indictment states that he denied being in Wisconsin at the time of the shooting, but when asked by police, he would not tell them about a possible alibi.

Previous convictions

At the time of Brown Deer's shooting, Lobley was under supervision of the Wisconsin Department of Corrections because of a previous conviction, according to the complaint. DOC records show Lobley has previous convictions for crimes including drug possession and fleeing from police:
