Parties argue over witness statements in murder case of mother and son

In a September 20 hearing before DC Superior Court Judge Maribeth Raffinan, a Metropolitan Police Department (MPD) detective confirmed the presence of a suspect on surveillance video.

Jaquell Jackson, 20, is charged with possession of a firearm during a violent crime and second-degree armed murder.

Chakeatia Jackson, 39, Jaquell's mother, is also charged with second-degree armed murder. Jackson is not currently incarcerated, while Jaquell is incarcerated.

The charges stem from the alleged involvement of a mother and son in a shooting that occurred on September 15, 2021 in the 1300 block of Congress Street (SE) and resulted in the death of 37-year-old Tarquasha Chappell.

A Metropolitan Police Department (MPD) detective said Jaquell was identified through social media posts, surveillance footage and a witness who provided Jaquell's name based on knowledge of his stature, clothing and build.

Defense attorney Brian McDaniel raised concerns about identification due to the grainy surveillance footage and the fact that the conversation when the witness was interviewed was not recorded, so only the MPD detective and the witness knew what was said.

Due to scheduling conflicts and time constraints, the hearing was postponed to October 9.
