Video shows incident that led to disciplinary action against officers

News 9 has obtained the video that led to three Manchester police officers being disciplined for their handling of a homeless man in an alley. In the video, the officers can be heard telling the man they were going to give him a head start so he could hide before being arrested. They can then be heard counting down. The officers' disciplinary review found that all three had behaved in a manner unbecoming of a police officer. News 9 has obtained the video that led to three Manchester police officers being disciplined for their behavior toward a homeless man in an alley.

In the video, officers can be heard telling the man they were giving him a head start so he could hide before being arrested, then they can be heard counting down.

During the disciplinary investigation of the officers, it was found that all three had behaved in a manner unworthy of a civil servant.

In a statement, Manchester Police Chief Allen Aldenberg said police in the Queen City are on the front lines of the homeless issue and in this case, “officers allowed their frustration and emotions to get the better of them.”

According to police, the homeless man in the video had previously been arrested earlier that day for attempted drug use in a public park. Officers then found him in the same alley again using drugs.

Representatives of the homeless group expressed disappointment at the police response.

“I don't believe that police officers who would ever behave in this way, no matter how tired they may be of their compassion, should be allowed to continue to be police officers,” said attorney Dam Wright.

Recommended disciplinary measures for the officers ranged from two-day suspensions to sensitivity training.
