Two people arrested in separate drug incidents at Entergy Park

An Oklahoma woman and an El Dorado man were arrested on felony charges for separate drug-related incidents at Entergy Park late Monday and early Tuesday after the park closed.

Amy Lynne Franklin, 53, of Caddo, Oklahoma, was taken into custody shortly after 11:30 p.m. Monday. She was charged with possession of a controlled substance, meth, punishable by up to six years in prison, and possession of drug paraphernalia, punishable by up to one year in prison.

Daryl Lee Stiles, 40, who lists an address in El Dorado, was taken into custody just before 1 a.m. Tuesday on charges of tampering with evidence. The charge carries a maximum sentence of six years in prison, stemming from his alleged admission that he had taken meth after being taken into custody on a warrant for failing to appear in court.

The warrant was issued because he allegedly missed his court date in Garland County District Court after being cited for an expired driver's license on July 16. Neither Stiles nor Franklin had a prior criminal record in the area.

Stiles was later released on $3,500 bail and is scheduled to appear in District Court on Oct. 4, while Franklin remained in custody on $3,500 bail until she appeared in District Court on Wednesday and was later released on bail.

According to the probable cause affidavit in the Franklin case, Hot Springs Police Officer 1st Class Alex Tobar was patrolling the area of Entergy Park (530 Lakepark Drive), which was closed at the time, shortly before 11:30 p.m. Monday and saw a silver Cadillac XT4 SUV parked there.

As he approached, a white woman, later identified as Franklin, exited the SUV. When Tobar made contact with her, he noticed that she “seemed very nervous.” He explained to her that the area “is frequently frequented by drug users late at night,” and she allegedly consented to a search of her vehicle.

Tobar reportedly found a small bag in the driver's seat that contained two clear pipes with “burn marks” and “crystal-like” residue. She then found three more bags containing a total of 1.1 grams of meth, which later tested positive for meth, and took them into custody.

According to Stiles' affidavit, HSPD Officer Cristian Rios was conducting a special patrol at the park shortly before 12:30 a.m. Tuesday, which he noted is open from 6 a.m. to 10 p.m. but was closed at that time.

He saw a black 2024 Honda Civic parked near the lower portion of the dam and made contact with the driver, identified as Stiles. A computer check revealed a warrant for failure to appear, so he took him into custody.

While being transported to the prison to process his application, Rios reportedly noticed Stiles making “unusual movements” in the back seat, including hiding his head close to his legs and constantly looking at the camera.

Once at the jail, an officer allegedly found a new glass pipe and two plastic bags in a small pocket of Stiles' cargo shorts. The bags had “fresh saliva” and white residue on them, according to Rios.

After being read his rights, Stiles was questioned and allegedly admitted to “eating the bags” during the car ride and that they contained meth, and was therefore charged with tampering with evidence.
