Sex offender arrested for sexually assaulting a dead woman

NORWICH (WBNG) – Norwich police announced Thursday the arrest of a man in connection with an investigation into sexual assault.

Police said Mark Paul Randall, 45, of Norwich, was charged with tampering with evidence and sexual abuse.

Police determined that Randall is a Level 3 sex offender.

On May 1, officers responded to 12 Columbia St. for the unattended death of a 71-year-old woman.

According to police, investigators determined that Randall had performed sexual acts on the dead woman. The acts took place several times over several hours, police said.

“This was a cruel act that will forever negatively impact the family of the deceased and all officers involved,” said Norwich Police Chief Reuben Roach.

Randall was arraigned in Norwich Municipal Court and held on $25,000 bail, pending a later appearance.

The New York State Police assisted in the investigation.
