Norwich man arrested for rape, incest and other sex crimes

NORWICH (WBNG) – On Friday, the Chenango County Sheriff's Office announced the arrest of a man on allegations of multiple sex crimes.

The sheriff's office said James R. Clapper, 61, of Norwich was arrested Sept. 26 and charged with:

• Rape
• Predatory sexual assault of a child
• incest
• Sexual abuse
• Endangering the welfare of the child

The sheriff's office said the investigation revealed that Clapper had sexual intercourse with a juvenile female victim.

Clapper was processed at the Chenango County Sheriff's Office and charged in a central case.

He was remanded to the Chenango County Correctional Facility without bail pending arraignment in Chenango County Court.

The New York State Police Major Crimes Unit assisted the Chenango County Sheriff's Office in the investigation.
