21-year-old in Cook County Jail charged twice with drug-laced paper possession: officials

A 21-year-old man incarcerated in the Cook County Jail was charged twice with contraband trafficking this month after authorities found drug-soaked paper in his inhaler and pants.

According to the Cook County Sheriff's Office, Jacob Ouimette was first charged on September 19th in connection with an incident that occurred on May 16th.

Investigators said they found a plastic bag containing pieces of paper soaked in narcotics inside Ouimette's inhaler.

The pieces of paper were sent to the Illinois State Police laboratory for further testing, where they tested positive for buprenorphine, a synthetic opioid, according to the Cook County Sheriff's Office.

Ouimette was charged for the second time on Sept. 23 in connection with a June 11 incident.

Authorities said they found a small, wrapped package in his pant leg that contained drug-soaked paper and “green leafy material.”

After further testing by the ISP, the result came back positive for synthetic cannabinoids. The “green leaf material” was positive for cannabis.
