VERONA, Pa. (KDKA) – Verona police are investigating a second incident at the same home where an at-risk woman is receiving 24-hour care.

KDKA-TV obtained surveillance video from a home on North Avenue in Verona on Sept. 26 that shows a woman leaving her home while her caretaker sits on the porch, smoking a cigarette and talking on her cell phone.

Police were notified two hours after the 18-year-old woman, who is emotionally and mentally disabled, left. She was later returned home unharmed.

According to sources, Verona County police are investigating an employee of On-Site Companionship Services. This is an ongoing investigation and police cannot confirm whether charges will be laid.

On September 11, neglect charges were filed against Kelsey Brown, the caregiver of the same woman in the September 26 incident. According to police, Brown left the house, got into her car and smoked marijuana – leaving the 18-year-old woman alone for 90 minutes.

When police arrived, the criminal complaint said Brown denied leaving her patient alone or smoking marijuana. According to police, surveillance video showed a different story.

KDKA-TV reached out to On-Site Companionship Services but did not receive a response Monday.

Court documents say police spoke with the company's program director. She confirmed that Brown worked for the agency and should not have left the patient unattended.
