The driver in the fatal Park Tavern crash has been granted a conditional release from prison

Steven Frane Bailey, the man accused of killing two people and injuring nine others after he drove drunk and crashed into the patio of the Park Tavern in St. Louis Park, will be released on conditional release from the Hennepin County Jail , as his case is heard in court.

At a class hearing Tuesday in Hennepin County District Court, Bailey appeared wearing black glasses and an orange jumpsuit alongside his attorney, Thomas Sieben. Bailey occasionally glanced into the gallery, where his family sat alongside friends and family of the victims as the conditions of his release were discussed.

Judge Juan Hoyos agreed that Bailey, who had already posted $500,000 bail, could be released to a sober living facility on Oct. 14. Hoyos ordered that Bailey be monitored at home, including remote electronic monitoring of alcohol consumption, and that he could only leave the facility to attend Alcoholics Anonymous or Drug Addictions Anonymous meetings.

The court recently received a report evaluating Bailey's chemical dependency. At his first bail hearing in September, Bailey denied “any problematic drug or alcohol use” during an assessment. The results of Bailey's chemical dependency evaluation were not discussed in court, but Hoyos said Bailey complied with the conditions for his release to a treatment facility.

“I agree to a bed-to-bed transfer since the deposit has been paid and all other conditions I posted remain in place,” Hoyos said. He added that Bailey would not be granted work release.

Seven did not comment on Bailey's impending release and declined to provide details about which treatment facility he will go to.

Bailey faces 13 criminal charges in connection with the crash that killed Park Tavern employee Kristina Folkerts, 30, of St. Louis Park, and customer Gabriel Quinn Harvey, 30, of Rosemount.
