Nothing can be heard on the Delaware County Council video Tuesday night

The Delaware County Council was seen — but not heard — Tuesday night by those who watched the livestream video of its meeting.

The council had moved its usual bi-monthly Wednesday meeting before the holiday of Rosh Hashanah to Tuesday evening.

At 6 p.m., spectators could see the council and some public members in the council meeting room, but there was no sound. At 6:13 p.m. the video went dark and the message “Network error has occurred, please refresh the page and try again.”

At 6:37 p.m. the meeting video appeared, again without sound. Eight minutes later, the video went black and the network error sign appeared again.

There was no sound during the entire meeting on Tuesday evening.

Sixteen minutes after the meeting ended at 7:09 p.m., audio was made available for the meeting, which included recognizing Domestic Abuse Awareness Month, Breast Cancer Awareness Month, a job fair on October 10, and other topics .

During the meeting, members of the county's IT department worked to address the situation, which county officials said may be related to Granicus' maintenance. Granicus is the program that Delaware County uses to provide livestream video.

Ryan Herlinger, a spokesman for Delaware County, issued a statement after the meeting.

“Granicus performed some regularly scheduled maintenance work over the weekend,” it said. “This appears to have resulted in an issue affecting our encoder. Our IT department is working with Granicus to identify and resolve the issue.”

Since 2018, the Delaware County Council has been livestreaming its meetings. They will also be archived so they can be viewed on the county website after the event. In addition to the meetings, all agendas and agenda packages with addenda and additional information are made available.

To give an example of the cost, the Council on October 7, 2020 unanimously approved a contract with Granicus to purchase a hardware and software solution that will enable the government to manage the agenda process for a period of one year for $83,614 to stream.
