No Federal Aid for Portsmouth Flood Victims – Here's Why – Scioto County Daily News

The federal government will not send money to Scioto County to help flood victims. Scioto County EMA Director Larry Mullins told SCDN that the Ohio EMA told him the state was ineligible. That's because the cost threshold a state must meet for a federal disaster declaration is $22 million in damages nationwide.

Damage in Ohio is nowhere near that mark because most counties were not as badly affected as Lawrence and Scioto County.

However, Mullins says Ohio can open the state disaster relief fund if there is enough damage. He says that's why it's important for citizens to notify Scioto EMA of any flood damage, no matter how small, in our area. Information about damaged buildings is particularly important.

In particular, we need to know about structural damage. Foundations damaged, major roof damage, homes rendered uninhabitable,” Mullins said.
