Horrifying video shows the moment Shawn Stines allegedly shot Kevin Mullins

A shocking new video has emerged that captures the chilling moment a Kentucky sheriff pointed his gun at a judge's head before allegedly shooting him.

Newly released surveillance footage shows Letcher County Sheriff Shawn Stines and District Judge Kevin Mullins in his office engaging in a heated exchange before the sheriff pulled out his gun and pointed it at the jurist's head.

Mullins, sitting behind his desk, raised his hands in fear and tried to turn away just moments before Stines recklessly fired eight shots at him, the footage shows.

Initial footage of the brutal murder was played by prosecutors during a preliminary hearing on Tuesday.

The video showed Mullins hiding under his desk while Stines fired shots. The sheriff then approached the judge, who was under his desk, and shot him twice at close range before leaving the chamber where Mullins served for 15 years, the disturbing footage shows.

Kentucky detective Clayton Stamper testified that the sheriff surrendered immediately after the shooting and asked police to “treat me fairly” when arresting me.

Stines then told police, “You're trying to kidnap my wife and child,” Stamper said.

Stines, 43, was friends with Mullins, 54, for decades and even had lunch with him on Sept. 19, hours before he allegedly murdered the judge at the Letcher County Courthouse in Whitesburg.

Stamper testified that a witness who attended the lunch said he saw Mullins ask Stines if they needed to meet privately, although the context was not provided, the Courier Journal reported.

He added that additional surveillance footage from the chambers – which was neither shown in court nor released – showed the sheriff making multiple calls to his daughter on his and Mullins' phones shortly before the cold-blooded killing.

Stampers confirmed that police found Stines' daughter's phone number stored in the judge's phone.

The case remains under investigation as police interview additional witnesses and examine both cell phones.

Defense attorney Jeremy Bartley declined to discuss a possible motive for the shooting, but authorities reportedly indicated that the murder was being investigated as a possible sex scandal.

Authorities did not provide any further details about the sex scandal in question.

Stines announced Monday that he would resign as sheriff after Gov. Andy Beshear called for his resignation.

He has pleaded not guilty to first-degree murder and is being held in the Leslie County Jail.

The case was referred to the grand jury for indictment.
