5 Seabrook NH employees are accused of misusing city funds

Five City of Seabrook employees have been arrested and accused of misusing city funds. State police said the suspected thefts were uncovered during a routine check of purchases made by some Department of Public Works and city employees. Police said 42-year-old Casey Carter was arrested; Shauna Carter, 40; and Ralph Welch, 52, and charged them with grand theft by deception and fraudulent use of a credit card. Five Seabrook city employees have been arrested and accused of misusing city funds.

State police said the suspected thefts were discovered during a routine check of purchases by some Department of Public Works and city employees.

According to police, Casey Carter, 42, was arrested; Shauna Carter, 40; and Ralph Welch, 52, and charged them with theft by deception and fraudulent use of a credit card.

Two other employees, Forrest Carter, 62, and Herbert Randall, 66, of Effingham, were arrested on charges of theft by deception and fraudulent use of a credit card.

All five employees were released on bail and were scheduled to appear in Hampton District Court on November 14.

State police said two search warrants were executed following the arrests and items related to the investigation were found.

Seabrook's city manager said the five employees have been placed on administrative leave.

Given the investigation, some residents said they were confused as to how this could have happened.

“My parents lived here for 20 years and grew to love the community,” said resident Matt Mahan.

“They want the funds to be used for anything that helps the city and the people of the city,” said resident Bob Franklin.

Other residents said they would wait for the official verdict before declaring the suspects guilty.

“I want to give them the benefit of the doubt before anyone jumps to conclusions,” said resident Denise Gauron.

State police said the investigation is ongoing.
