Court should discuss IT security incident

The Polk County Commissioners Court will discuss and consider possible actions related to a recent information technology security incident. If deemed necessary, the court may convene an executive session to consult with counsel.

Actions will be considered with respect to the USDA Forest Service, Private and Tribal Forestry Fiscal Year 2024 Wildfire Defense Grant, including appointing an administrator to prepare the application and administer the grant if awarded, and appointing a selection/ Evaluation Committee to review and evaluate all eligible proposals and make a recommendation to the Court for the selection of a grant administrator.

The court will also consider steps related to obtaining an administrator to prepare the application and administer the grant, if awarded, for the Texas Department of Agriculture's Community Development Block Grant Program for the fiscal year 2025-2026.

Claims related to building maintenance capital expenditures (budgeted funds) for the annual generator maintenance contract at the Polk County Jail in the amount of $18,750 will be considered.

The court will consider approving an order allowing the sale of firecrackers during the Diwali period from October 30 to midnight on November 3.

Actions related to the annual bid re-bidding for District 1, the bid for the repair of tunnel drains at the Sheriff's Office and Jail, and the sale of surplus metal (scrap) and road and bridge culverts in District 3 will be considered.

The court will consider approval of the 2025 Polk County holiday schedule and also consider postponing the Dec. 24 session due to the Christmas holiday.

In personnel matters, the Court shall review and review personnel action forms submitted by department heads since the last meeting and review all approved emergency hires.

Revisions and additions for fiscal years 2024 and 2025, as submitted by the County Auditor's Office, will be reviewed for approval.

A report from Polk County Recycling & Beautification will be presented in the information reporting portion of the meeting.

Items on the consent agenda include:

• Approved the minutes of the Sept. 24 regular meeting and the Oct. 1 emergency meeting;

• Approve billing plans;

• Receive and record personnel action forms submitted by elected officials since the last meeting;

• Approval of the order naming surplus property;

• Approval of orders establishing the regular terms of office of district and judicial courts for fiscal year 2025;

• Approved the order adopting the District Clerk's updated jury schedule as approved by the judges of the 258th and 411th Districts;

• Accept grants awarded to the Sheriff's Office by the Texas School Safety Center for the Tobacco Enforcement Program;

• Approved the Lower Trinity Groundwater Conservation District's request to reappoint Scott Saxe as a board member for the term January 1, 2025 to December 31, 2027;

• Obtain a grant and authorize the District Judge to execute Contract No. C-01791 with the Attorney General's Office for the 2024-2025 Statewide Automated Victim Notification Systems Program;

• Approve fire protection contracts with volunteer fire departments;

• Approve amended agreement with the City of Livingston for volunteer fire services;

• Ratify the submission of the draft Polk County Multi-Jurisdiction Hazard Mitigation Plan to the Texas Department of Emergency Management for review; And

• Approval of engagement letter with Patillo Brown & Hill LLP for fiscal year-end 2024 audit.
