Homeless Sex Offender Arrested Again on Registration Charge: Cop Log

Holly Harper, born 1986, of Hooksett was arrested on a warrant following an incident or investigation at 45 S. Main St. on Sept. 28 at 10:33 p.m.

David L. Weatherly, 64, of Concord, was issued a citation for operating without a valid license following an incident or investigation at the Mobil gas station at 1 Whitney Road on Sept. 28 at 5:28 p.m.

Scott S. Shibles, born 1971, of Concord, was arrested at 15 Pitman St. on Sept. 28 at 5:36 p.m. on a charge of driving after revocation or suspension following an incident or investigation.

Jamie L. Prentice, 27, of Concord was arrested at 4:45 p.m. Sept. 28 on charges of receiving stolen property – less than $1,000 by three people following an incident or investigation at 1 Old Turnpike Road. She has an active case – drug trafficking, drug possession and theft of property charges – that was bound over to Superior Court on June 10 earlier this month.

Ribeiro Geraldo Da Silva was arrested at 29 Water St. on Sept. 5 at 11:57 p.m. for operating without a valid license following an incident or investigation.

Matayo Armoni Riley, 27, of Alton Woods in Concord, was arrested at 10:08 p.m. on Sept. 3 on two counts of indecent sexual conduct with a child under 16 following an incident at Target at 80 D'Amante Drive and one count of lewd act for indecent exposure following an incident at TJ Maxx at 12 Loudon Road. Rachelle L. Smith, 34, was arrested at 5:35 p.m. on Sept. 1 on a warrant following an incident or investigation at Domino's Pizza, 202 N. Main St.

William Slocum, 38, a homeless man now living in Concord, was arrested on charges of registering as a sex offender at 8:41 p.m. on Aug. 31; Failure to comply with the knowingly subsequent charge. On August 5, an investigator conducting a sex offender registration check discovered that Slocum's registration had expired. He was required to register for a sexual assault conviction on his birthday in July and in January, April and October. The detective said his last registration was on June 4, in which he signed paperwork and agreed to register every three months, according to a report. Slocum's criminal history includes convictions for aggravated sexual assault in October 2005 in Merrimack County Superior Court and in February 2010 in Strafford County Superior Court, failure to register a misdemeanor in July 2008 in Concord District Court and a misdemeanor failure to report charge in February 2023 the Merrimack County Superior Court. An arrest warrant was issued for him on August 6th.
