The partner of a young woman who was hit and killed by a car after a wedding on Victoria's Mornington Peninsula has told of his plans to propose to her during her upcoming European adventure.

Scott Riley and friends are taking to social media to mourn the loss of “wonderful” 22-year-old Darcy-Jaine Hopwood, who was hit by a car as she left a friend’s wedding reception on Browns Road in Boneo on Saturday night.

“I never expected this. We were moving to Europe in 10 days and I wanted to propose to her,” Mr Riley posted on Facebook.

“Yesterday morning as I left, I kissed her sweet lips goodbye, but I never thought it would be the last time.”

The couple was scheduled to fly to Europe on a one-way ticket on February 25.

Darcy Jayne will be remembered as the life of the party.

A cheeky blonde who had only completed her nursing training two days ago.

Now her six siblings are struggling to come to terms with the tragedy.

“We had planned a life together full of incredible things, but now I will be spending my Valentine's Day alone,” Mr Riley wrote after learning the tragic news.

Other friends also expressed their shock at Mrs Hopwood's death just minutes before Valentine's Day.

“Today a piece of my heart was ripped out,” posted a friend.

“Heaven has gained an angel,” said another.

The driver of the car, a 61-year-old man, was uninjured and assisted the police in their investigation.

Darcy was a few feet ahead of her friends as they walked back to her apartment.

The driver braked to avoid the group, but as he came over the blind hill, he hit the 22-year-old, who was probably standing in the middle of the road.

Friends attempted to perform CPR on Darcy, but she died on impact.

The police will prepare a report for the coroner.

Her family believes that better lighting on the dark country road might have saved their lively girl.
