Safety concerns after forest fire tragedy in British Columbia

Safety concerns have once again taken center stage as incidents across British Columbia highlight significant deficiencies in emergency response and fire safety protocols. A recent report from WorkSafeBC revealed several safety lapses that led to the tragic death of 19-year-old wildfire fighter Devyn Gale.

Gale suffered fatal injuries on July 13, 2023, when she was struck by a falling cedar tree while fighting a fire near Revelstoke, BC. Two fellow firefighters were also injured while attempting to rescue her, highlighting the urgent need for better safety measures.

WorkSafeBC's findings criticized the BC Wildfire Service (BCWS) for inadequate hazard management and inadequate monitoring prior to the incident. The agency pointed to the use of inexperienced, young firefighters who were not adequately trained for the dangerous conditions.

Worryingly, the report indicated that the BCWS had cultivated a culture of normalizing the risks associated with hazardous trees, which contributed to Gale's death. “This handling of the policies and procedures related to hazardous trees likely contributed to this incident,” the report said.

BCWS Executive Director David Greer then spoke about the findings and emphasized that the organization must learn from the tragedy. He stressed the importance of evolving safety protocols and adapting to the dynamic, often unpredictable nature of wildfire environments.

On the day of the incident, the firefighters were aware of the risk posed by dangerous trees. Prior to the operation, at least two team members had expressed concerns about the trees in group discussions, but no critical assessment of the situation was made.

One combatant suggested establishing a no-work zone around the burning cedar, but the discussion strayed from strict safety protocols. Instead, it was decided to take a more cautious approach, with tragic consequences when the tree fell while Gale was working nearby.

Although the BCWS has implemented procedures to assess hazardous trees, the report found systematic compliance issues. A review of previous assessments found minimal documentation and inadequate management of hazardous trees.

Concerns about retention and training have sparked debate among wildland firefighter union leaders. Paul Finch, president of the BC General Employees Union, stressed that wildland firefighters have long suffered from problems with supervision and retention.

He pointed out that it is becoming increasingly difficult to retain experienced staff, stressing that “what used to be a bad season is now a regular season.” The feeling that tangible changes are urgently needed is growing, especially as negotiations over better working conditions and pay loom.

The province's response to the report was swift. Forestry Minister Bruce Ralston assured that staff will be specifically made aware of tree hazards. He mentioned the intention to convert team leader roles into year-round positions to improve safety and the quality of training.

Premier David Eby acknowledged the lessons learned from Gale's tragic death, stressing, “It should never be risky or dangerous just because of a lack of training.” His comments underscore the need for accountability and improvements to mitigate future risks.

Gale's story resonates as British Columbia continues to grapple with dangerous wildfires that are becoming increasingly frequent. Each incident reminds us of the importance of comprehensive training, increased safety measures and systematic reforms in firefighting.

Meanwhile, another fire rocked Vancouver's Kitsilano neighbourhood, leaving eight people hospitalised and dozens homeless. The fire, which broke out early Wednesday, was sparked by flames ignited on a sofa inside the apartment building.

Firefighters reported significant structural damage and flames quickly spread from one unit to neighboring rooms. Witnesses described terrifying moments when they heard residents' cries for help, prompting firefighters to bravely rush to the rescue.

Although the building was equipped with working fire alarms, it lacked the sprinkler systems required by newer codes. This fire is the third major incident in the city in a week and raises concerns about public safety.

Trevor Connelly, deputy chief of the Vancouver Fire Department, stressed the need for residents to remain vigilant. In light of this series of tragic events, he urged residents to regularly check their smoke detectors and keep doors closed at night to avoid injuries from smoke inhalation.

The recent spate of fires – including an incident in which a crane collapsed during construction – highlights the urgent need for improved safety protocols. Although there is no direct link between the fires, authorities are increasingly focusing on educating the public about safety and reducing risks.
