Fort Bliss residents arrested for abandoning dogs in separate incidents

Two Fort Bliss residents were arrested in two separate incidents and charged with animal abandonment.

In the first incident, officers arrested Charles Edward McVey.

Investigators began investigating the case on July 13 in the 3000 block of N. Zaragoza.

Animal cruelty investigators found that McVey had abandoned his dog in a parking lot and fled the scene without attempting to return.

McVey was arrested for this offense and placed in the El Paso County Detention Center on $2,500 bail.

In the second incident, a woman was arrested.

Officers arrested Celine John Octa Hemmingway, also of Fort Bliss.

Investigators began investigating the case on August 1 in the 8400 block of Gateway West.

According to preliminary information, Hemingway came to a nearby store and left her dog in front of it.

The investigation revealed that Hemingway was the registered owner of the dog and was subsequently arrested for this crime.

She was taken to the El Paso County Jail on $2,500 bail.
