Man charged with murder in Riverside collision that killed 8-year-old boy – San Bernardino Sun

A 23-year-old Riverside man was arrested Thursday, August 15, after being charged with murder in the May 2023 shooting death of an 8-year-old boy who died in a traffic accident in Riverside.

Riverside police said Andres Laris was driving more than 100 mph at the time of the collision, despite being warned that speeding was dangerous during traffic school following a speeding ticket in 2021. Laris also received a speeding ticket in 2020. Both were issued in Norco.

The driving history, coupled with the warning as well as cannabis that police say was found in his bloodstream after the 2023 crash, led prosecutors to file murder charges. Such a charge is usually filed when a driver who causes a fatal crash while drunk has previously caused an accident while under the influence of alcohol, and is called implied malice because the driver knew from experience that his actions could cause injury or death.

Laris was also charged with three serious traffic violations: crossing a highway resulting in serious bodily harm.

He is being held at the Robert Presley Detention Center in Riverside despite a $1 million bail bond. He is scheduled to appear in court Monday. Supreme Court records do not indicate that he has retained an attorney who can speak on his behalf.

The lengthy and complicated investigation by the Major Accident Investigation Team resulted in a 43-page report, said Officer Ryan Railsback, a police department spokesman. Prosecutors charged Laris on July 3, and a warrant was issued for his arrest on July 29, according to Supreme Court records. He was arrested at his home.

According to police, the accident occurred when Laris was driving his white 2020 Honda Civic west on Arlington Avenue, crossed into oncoming traffic near Stover Avenue and collided with the gray 2015 Nissan Sentra driven by 25-year-old Kially Carbajal as she drove her siblings to school. She suffered a broken arm and foot.

A brother, Obed Liam Barbosa Carbajal, died. A 16-year-old brother, Mario, suffered severe head trauma that required surgery. Their 10-year-old sister, Kiara, suffered a severe brain injury, two broken legs and a spinal fracture, according to a lawsuit filed against the city and Laris.

The lawsuit alleges that the city failed to implement a 2015 plan to install a traffic light and make other road safety improvements at the intersection.

Laris was also seriously injured in the accident.

On the night of the accident, Jesse Marquez, an Arlington Avenue resident, nailed plywood signs to utility poles on both sides of the road. One read “Drive Slow” in red paint, the other “Be Careful, Drive Slow.” He said he had previously requested extra police patrols.

“They just fly through here,” said Marquez.
