San Rafael sex offender charged with public nuisance

A convicted sex offender was arrested on suspicion of exposing his genitals in downtown San Rafael, police said.

A witness reported the incident around 7:15 p.m. Saturday outside a business on Fourth Street near Lincoln Avenue, police Sergeant Justin Graham said. The man left the business before police arrived but was found the following evening in the Court Street Plaza.

Herbert Stephen Blue, 66, of San Rafael was booked into the Marin County Jail on suspicion of sexual abuse. He had a prior criminal record. According to the California Department of Justice, he is a registered sex offender with prior convictions for sexual abuse in Marin in 2001 and 2009.

The Marin County District Attorney's Office filed the complaint Monday and arraignment is scheduled for Tuesday. Blue remains in custody on $30,000 bail.
