$5,000 reward offered for finding dog in Portland abuse video

PORTLAND, Oregon (KPTV) – The animal rights group PETA (People for Ethical Treatment of Animals) announced Friday that it is offering a $5,000 reward for information leading to the safe recovery of the dog whose abuse was seen on video in Portland.

The dog abuser was arrested and charged, but reportedly refused to tell authorities where the dog was.

On August 2, elevator surveillance video showed a person whipping a dog with a heavy rope, hanging it from a fire extinguisher, and repeatedly kicking it, leading police to arrest Isaac Booker Justham.

Jessica Schmidt appeared in the Cowlitz County Jail courtroom on Monday to change her plea from not guilty to guilty.

Justham was arrested on August 17 and subsequently charged with three counts of first-degree cruelty to animals, but police said he refused to say where the dog was.

“This dog is certainly frightened and traumatized and may have suffered serious injuries,” PETA Vice President Colleen O'Brien said in a written statement Friday. “PETA is asking anyone with information to come forward immediately so this dog can get the care he desperately needs.”

Anyone with information on the dog's whereabouts should contact Detective Matthew Brown at [email protected] and reference case number 24-803427.
