Details of fatal shooting involving police officer in Edmond released, suspect identified

New details were released Monday about a fatal police officer-involved shooting in Edmond on August 23.

According to Edmond police, officers responded to reports of a suspicious person near North Bryant Avenue and Kickingbird Road around 10:33 p.m. Police said the caller saw a person walking around on the back porch of their residence.

Officers found a suspect hiding on a second-floor balcony of a nearby apartment building, police said.

Police confirmed that despite repeated attempts to communicate with the suspect, he refused to comply. The suspect then stood up, displayed a firearm and exchanged fire with officers.

According to police, 25-year-old Billy Ray Factor suffered injuries and was pronounced dead at the scene of the accident.

There were no other injuries and police said the two officers involved in the shooting have been placed on leave pending the outcome of the investigation.
