US border guard allegedly forced women to expose themselves in virtual interviews

Authorities in New York state arrested a U.S. Border Patrol agent this week after accusing him of forcing women to expose themselves on a webcam as a requirement to enter the country. The agent, 53-year-old Shane Millan of Jefferson County, allegedly ordered three women to expose their bare torsos and a fourth to expose her breasts while keeping her bra on, according to a press release from the U.S. Attorney's Office in the Northern District of New York. Millan was charged with four misdemeanor counts of depriving the women of their constitutional rights against unreasonable searches. According to the indictment signed by U.S. Attorney Carla Freedman, the incidents allegedly occurred in August 2023. It is unclear why the charges were brought now, a year later. Millan allegedly told the women the requests were “legitimate searches related to entry into the United States,” even though his “demands to see the victims' breasts were for his own gratification,” according to the press release. He effectively manipulated the victims' entry into the U.S. The indictment says Millan committed the crimes in Jefferson County, along the Canadian border and “elsewhere.” CNN has reached out to the U.S. Border Patrol for comment. Millan was arraigned on four counts of criminal mischief before a U.S. justice of the peace in Syracuse on Thursday and released pending trial. He made no admission of guilt during his initial appearance, according to court documents. A jury trial is scheduled for October 21, according to court documents. CNN is trying to determine whether Millan has legal representation.
