Suspect arrested in fatal shooting at homeless shelter

BERKELEY – A man suspected of pulling the trigger in a shooting that killed another man at a homeless shelter has been arrested, police said Tuesday.

According to a statement from Berkeley police, police spotted the 62-year-old, whom they identified as Mark Christopher Dowling, in a parked car in the area of Fourth and Camelia streets around 10:30 a.m. Monday. They arrested him without incident.

According to the police, his address is unknown.

The Alameda County District Attorney's Office filed murder charges against Dowling on Tuesday, authorities said.

The Sunday night shooting left a 37-year-old man, whose identity authorities have not yet determined, dead. Police said the shooting occurred just before 5:30 p.m. in the Ursula Sherman Village in the 700 block of Harrison Street. Paramedics attempted to render aid, but the man was pronounced dead at the scene.

According to police, officers at the scene concluded that Dowling was the prime suspect and obtained a warrant for his arrest. During a search of the vehicle, they found several weapons and ammunition.

Donald Frazier, CEO of the nonprofit Building Opportunities for Self-Sufficiency, declined to comment Tuesday. The organization, also known as BOSS, runs the homeless shelter where the killing took place.

The murder investigation is the fourth conducted by Berkeley police this year, who investigated two murders in 2023.
