17-year-old charged with murder after fatal accident in Brighton

Rochester police have charged a 17-year-old with first-degree murder following a chase and crash in Brighton last week that left a 92-year-old man dead.

On Wednesday, police announced that Theodice Parks would be charged in the death of Thomas Chase.

Investigators said Parks was the driver of a stolen Kia that crashed into Chase's car at the corner of East and Elmwood avenues last Thursday.

Parks was arraigned Wednesday at Strong Memorial Hospital and charged with first-degree murder. He is accused of “recklessly engaging in conduct that created a serious risk of death to another person, thereby causing the death of Thomas Chase.”

He was also charged with reckless endangerment after he drove his car toward a uniformed police officer in Friederich Park, according to police.

Parks is being held without bail and his case will be heard in criminal court.

Police also announced that the front seat passenger, 19-year-old Theophilus Parks, brother of Theodice Parks, was charged with illegal possession of stolen property. The back seat passenger, 19-year-old Trevan Simmons, was charged with illegal possession of a firearm.

Last week, police officials said Thursday afternoon's incident began when officers were called to Maria and Bernard streets for a report of shots fired. When they arrived, they found an accident involving a stolen car at the corner of Clifford Avenue and Maria Street.

Police said a suspect was caught in another stolen car and drove at a police officer at a high rate of speed before driving away.

A chase ensued, which ended in Brighton with the collision with Chase's car, costing him his life.

Officials said Rochester police and the Monroe County District Attorney's Office are continuing the investigation. They also said that as the investigation progresses, a grand jury will likely consider additional charges against all three suspects.
