51-year-old charged with death of his stepson in January

Johnnie Teague, 51, faces several charges in connection with the death of his stepson, 16-year-old Jibreal Payne, according to police. On Jan. 27, police responded to a home on North Clinton Street in East Baltimore. When they arrived, they found Payne unconscious. He was taken to Johns Hopkins Hospital and pronounced dead just over an hour later. Charging documents state that Teague told investigators he was asleep when he heard a loud bang and found Payne at the bottom of the stairs. He said Payne later sat down on a couch, then passed out and stopped breathing. Teague claimed he began CPR before telling his daughter to call 911, charging documents say. “Mr. Payne had a cut and bleeding to his heart, as well as burns to his wrists,” charging documents state. “Mr. Teague stated his son had burned his back while showering a few days earlier. Mr. Teague claimed he treated the burn with aloe, Vaseline and ibuprofen.” Investigators interviewed witnesses who allegedly were at the North Clinton Street home. “Mr. Teague repeatedly struck the victim, Payne, and burned him on his body,” the witnesses said, according to charging documents. Witnesses also saw and heard Mr. Teague “brutally beat the victim, Payne, overnight and in the morning before he went to the hospital.” A neighbor who wished to remain anonymous called the situation shocking. “It's sad,” she said. “I just hope his mother can find some peace with all this not happening and his siblings and that's it.”

According to charging documents, Teague claimed he began CPR before telling his daughter to call 911.

“Mr. Payne suffered a cut and bleeding to his heart and burns to his wrists,” the indictment states.

“Mr. Teague reported that his son had burned his back while showering a few days ago. Mr. Teague claimed he treated the burn with aloe, Vaseline and ibuprofen.”

Investigators interviewed witnesses who were allegedly at the house on North Clinton Street.

“Mr. Teague repeatedly struck the victim Payne and also burned him on his body,” witnesses said, according to the indictment.

Witnesses also saw and heard Mr. Teague “severely beating the victim, Payne, overnight and in the morning before he was admitted to the hospital.”

A neighbor who wishes to remain anonymous described the situation as shocking.

“It's sad,” she says. “I just hope that his mother can find some peace with everything that's not happening and his siblings and that's it.”
