The producers and creators admitted in the conversation that after all the names on the list, there was no one left who Mark Harmon for the part.

“Mark Harmon just made a big impression,” Charles Floyd Johnson divided.

Susan Bluestein, NCIS: Secret Service Stories Casting director, said that casting the role of Gibbs and the other characters was “very challenging.” I cast Mark Harmon for the role of John Dillinger in a movie of the week in 1991 and he was great. Mark was on my NCIS: Secret Service Stories list from day one. I always felt that Mark really had the authority needed for this role.”

Peter Golden added that if Susan He mentioned him: “Mark was a big deal and everyone thought, 'We'll make Mark Harmon an offer and if we don't get him, we'll go down the list of who else we could get.'”

“Mark had a meeting with Don Bellisario, they hit it off and Mark agreed. Suddenly the show was much more important to me.”
