Man accused of committing sexual acts on himself; children watch him near a school in Crystal Lake

An Algonquin Island man is accused of performing a public sex act on himself, which was witnessed by three children near a school in Crystal Lake.

Carlos Rodriguez, 36, of Algonquin, was charged with six counts of public nuisance, a Class A misdemeanor.

A criminal complaint filed in McHenry County District Court accuses Rodriguez of committing a public nuisance at approximately 3 p.m. on August 27.

The complaint states that Rodriguez committed a sexual act in a public place by actively masturbating with his hand while sitting in his car.

The crime was witnessed by three 15-year-old youths, the complaint states.

The incident occurred near a public high school in Crystal Lake and in direct view of the public, the complaint states.

Crystal Lake Police arrested Rodriguez and took him to the McHenry County Jail.

Rodriguez was released from prison because the charge does not result in incarceration under Illinois' SAFE-T Act, which eliminated the requirement to pay bail.

McHenry County Judge Carl Metz ordered Rodriguez to have no contact with children other than his own and to stay at least 500 feet away from schools.

Rodriguez was also required to undergo a sex offender evaluation within 21 days of his release.

Rodriguez is scheduled to appear in court again on September 27 to attend a hearing.
