On Wednesday, August 28, at approximately 2:43 p.m., a Bensalem Police patrol officer conducted a traffic stop on a black Nissan Pathfinder SUV with PA license plate MMN-4903 in the 3500 block of Bristol Pike. NCIC reported that the license plate was suspended. The patrol officer approached the vehicle and made contact with the driver, later identified as Taheem Armstrong, and the passenger, later identified as Kevin Williams.

It turned out that Armstrong had lost his license for drunk driving and had an arrest warrant out of Bensalem Township for drug trafficking that was filed with the NCIC in May 2024. During the vehicle stop, Armstrong and Williams exited the Pathfinder and fled the vehicle. Williams had a gray school bag with him as he fled from police, who set up a barricade and pursued the two.

Police found the book bag in the area. It contained papers with Williams' name on it, men's underwear, toiletries, a bag of suspected heroin/fentanyl, and a gray/black 9mm Bersa pistol. Police found approximately 30 grams of suspected heroin in the back seat of the Pathfinder, as well as a blender and a significant amount of packaging material (blue wax bags and unused trash can-style containers).

Due to the proximity of rail lines in the area, Bensalem Police established a perimeter with assistance from Pennsylvania State Police and Amtrak Police. Police, including a police dog, continued to search for the suspects. After nearly three hours, police located the suspects on Route 13 near Interstate 95 in Bensalem after they fled from Pennsylvania State Police. PSP found and arrested both Armstrong and Williams after a foot chase. Both suspects resisted arrest and disobeyed police commands. During the arrest of the suspects, a PSP trooper sustained injuries to his hand and head. He was treated at a local hospital and released.

Both individuals were found to be in possession of suspected marijuana upon arrest. Williams did not have a firearm permit from the NCIC and also had a felony conviction prohibiting him from possessing/controlling a firearm. Armstrong, 36, of Bristol, was charged with drug offenses, resisting arrest and other related charges, and traffic violations. He was arraigned by District Judge Terrence Hughes and bail was set at 10 percent of $200,000. Williams, 30, of Philadelphia, was charged with illegal possession of a firearm and other firearms related charges, drug offenses and other related charges. Both were arraigned by Hughes and bail was set at 10 percent of $200,000. They were transported to the Bucks County Jail.
