This is simply an insult and part of his general attempt to denigrate immigrants.

When the moderator tried to point out the untruth, Trump's response was, well, weak, but telling.

Side note: I thought Venezuela was a paradise now that all the criminals were sent to the USA! It is So hard to keep up. Trump claimed last night, “Do you know that crime has gone way down in Venezuela and in other countries around the world? Because they took their criminals off the streets and handed them over to her to bring them into our country.” No, I didn't know that because it's not true.
