In November, voters, angered by city police stopping and impounding hundreds of cars whose unlicensed drivers often turned out to be illegal immigrants, elected a new majority on the city council. The new council majority promptly voted to disband the police department's traffic division, resulting in the number of cars impounded falling from 240 to 40 per month. In January, the city also formally rejected a bill that would have criminalized illegal immigration and forced local police to enforce immigration law.
