At around 8:45 a.m. Friday morning, Cheyenne Police officers were called to a disturbance near the Union Pacific Railroad Bridge on West Lincolnway.

To improve communication, police officers and firefighters were later taken to the roof of the building using a cherry picker.

Stringer was asked several times to come down, but refused.

After more than five hours of negotiations, Stringer climbed down from the bridge.

Stringer was taken into custody and booked into the Laramie County Jail on charges of making terroristic threats, criminal damage to property, trespassing, and obstructing the performance of a peace officer.
