Teenager accused of fatal car crash in Brighton faces court

ROCHESTER, NY — A teen driver involved in a high-speed crash in Brighton that killed a 92-year-old man is due in court Friday morning for a judge to arraign him.

According to Rochester police, 17-year-old Theodice Parks was driving the stolen Kia that collided with another car at the intersection of East and Linden Avenues, killing driver Thomas Chase, during a police chase on August 22.

A grand jury last week brought several charges against Parks, including murder, involuntary manslaughter, assault and criminal possession of stolen property.

Parks was on probation for burglary at the time of the accident. The RPD has classified Parks as a career criminal and says he was arrested last year on 12 burglary charges in which he used stolen cars to break into businesses.

Two other juveniles in the stolen car were also arrested and later charged. His older brother Theophilus Parks and 19-year-old Trevan Simmons are both charged with assault and illegal possession of stolen property. Simmons is also charged with illegal possession of a firearm.

Chase will be remembered as a piano player and 30-year volunteer at The Friendly Home. He graduated from the Eastman School of Music.
