Second man charged with murder in fatal shooting near Davenport Skybridge

DAVENPORT, Iowa (KWQC) – A second man has been charged with first-degree murder in the shooting death of 23-year-old Mason Payne near the Davenport Skybridge in August.

Online records show James R. Joslin Jr., 18, of Silvis, was booked into the Scott County Jail Friday afternoon and appeared in court on the charges Saturday morning.

A judge set bail at $100,000 cash. A preliminary hearing is scheduled for October 1.

He has already been charged with aiding and abetting and obstructing justice or defense in connection with the shooting. He will go on trial on those charges on October 10.

According to an arrest affidavit:

Davenport Police responded to a reported shooting at 12:24 a.m. on August 24 in the parking lot adjacent to the Skybridge, 101 Main St.

Officers found Payne, who was pronounced dead at the scene.

Officers determined that Johnathan J. Terrones, 19, of East Moline, shot Payne.

Video evidence showed that Terrones was sitting in the back seat of a dark gray Dodge Charger when he rolled down the rear driver's side window and shot Payne multiple times.

Joslin was driving the vehicle when Payne was shot. Officers learned that Joslin had ordered Terrones to shoot Payne and that he knew Terrones had a gun.

According to the affidavit, Joslin Terrones also drove away from the scene after the shooting.

Terrones is also charged with first-degree murder. He will be arraigned on Thursday.
