Police arrest repeat offender after two lewd acts in East Hill area

ITHACA, NY – Ithaca police announced the arrest of a man accused of engaging in “sexually explicit conduct” outside the windows of two women in East Hill earlier this month.

Floyd Slater Jr., a 32-year-old Ithaca resident, was arrested and charged with attempted second-degree burglary, exposure of a person, third-degree menacing and creating a public nuisance.

A press release earlier this month said two women reported staring out their windows on September 5 and seeing an unknown man committing a lewd act.

Ithaca Police Lt. Thomas DuPay said Slater was found at his Ithaca Township home on Sept. 19 and a search warrant was executed. He was then arrested and charged. He is also charged by New York State Police with attempted first-degree sexual abuse, third-degree menacing and causing a public nuisance.

Slater was arraigned and is being held without bail.

Slater has been charged with very similar offenses before. He was sentenced to six years in prison in 2018, with five years of probation after a conviction for burglary and public nuisance. It is unclear when Slater was released from prison.

Reports from the time also mention Slater's previous conviction for attempted rape of a child in 2013, as well as several other 2018 allegations against Slater for public masturbation or indecent conduct on the Cornell University campus, at the Wegmans in Ithaca, and in Stewart Park.

DuPay added that the IPD believes there may be other victims who have not reported similar incidents and urged them to contact police.
