The accused murderer's bail was reduced and he was released from prison

Francisco Ochoa's bond was reduced and he was allowed to go without an ankle monitor.

HARRIS COUNTY, Texas – A heartbroken mother is speaking out after her daughter's suspected killer was released from prison.

She's upset that 19-year-old Francisco Ochoa's bond was cut and he was allowed to go without an ankle monitor.

Arely Guzman said she's afraid Ochoa is out.

Jocelyn Espinoza, 24, was killed Sept. 15. Investigators said she and Ochoa were together and he shot her in the head.

“She was always friendly to everyone,” Guzman said.

Guzman said her daughter and Ochoa were in an abusive relationship.

“She was ready to end that relationship. I don't know if that was why he was upset – no control over her anymore. He was finished. Relationships are more dangerous when you try to break up with that person,” she said.

According to court documents, the couple was arguing in a Beltway motel parking lot when surveillance video showed him getting out of his truck. Espinoza, who was still in the truck, then locked the doors, prosecutors said.

Ochoa walked to her side of the truck and then “striked the window where she was sitting with a firearm, causing the firearm to fire,” prosecutors said.

This week, Ochoa's bond was reduced from $200,000 to $50,000.

“It is an insult to my family. …I'm not even considering an ankle monitor. So frustrating… so upset,” Guzman said.

The family is now worried that he will be back on the streets while they bury their loved one.

“I gave her justice. She deserves it,” Guzman said.

Ochoa is due back in court in December.

Espinoza's family is raising money for her funeral. She leaves behind a 7-year-old daughter.
