Shimla police on September 20 arrested a person named Shahi Mahatma (Shashi Negi), an apple dealer, for running a sophisticated WhatsApp cartel 'Chitta' (heroin) in the hills. Police said the delivery driver and the final consignee never met during the entire trade. In fact, the people involved in the network acted as completely independent individuals, and Negi ensured that the connections could not be linked to each other in order to evade the authorities.
