Hubbard man arrested after reckless shooting incident

HUBBARD Ore. (KPTV) – Around 11 a.m. Monday, a man randomly fired a handgun near Highway 99E Northeast and Parkway Boulevard. He fled on foot before turning himself in to Hubbard-Donald police.

Hubbard resident Richard Smith, 53, was arrested on charges of unlawful use of a weapon, unlawful possession of a weapon, reckless endangerment, two counts of disorderly conduct and two counts of criminal mischief.

It was reported that Smith randomly fired several shots from a handgun at the intersection before police arrived. He then fled on foot.

A review of the various surveillance cameras in the area and a survey of the area with drones, K9s and officers led police to the mobile home park where Smith lives.

An investigation is underway following an officer-involved shooting in Milwaukie early Monday morning.

As police prepared to approach and contact or negotiate with Smith, he himself called 911 and said he wanted to talk.

After a call, Smith willingly turned himself in and gave police his gun.

No one was injured in the incident.

A mobile home/mini storage facility approximately 500 feet from the intersection was hit. A bullet narrowly missed a man who was entering a storage room at the company.

The reason why Smith decided to fire his weapon is unknown.
