Two men jailed in September killed outside Shamrock Bar | Crime/Police

Two men accused of meeting a third suspect at the Shamrock Bar and Grill last month to follow a vehicle out of the parking lot and fire fatal shots at it have been charged with murder, according to New Orleans Police Department and court records.

Davonn Davis and Jomar Walch, both 18, were charged with second-degree murder in the Sept. 1 shooting death of 29-year-old Raven Francis in the Sept. 12 shooting in the 2800 block of South Robertson Street, the NOPD said.

Davis and Walch are accused of arriving near the Shamrock bar early on the morning of Sept. 1 after 24-year-old Chante Mark called them over to shoot at a group of women leaving the area , police allege in documents filed with Criminal District Court.

Surveillance footage of the shooting about 30 minutes after the scuffle showed a black Ford Explorer showing up at the scene, according to records. The Ford began driving in tandem with Mark's white Nissan Altima before police allege Mark got into the Ford as it continued behind the victim's vehicle.

The Ford's occupants then opened fire, killing Francis and causing a crash to the car she was in at nearby South Solomon and Baudin streets.

On Sept. 4, investigators spoke with a witness who said Mark called the Ford to the scene immediately after the fight. Investigators, who were already eyeing Davis and the Ford because of their alleged connection to other crimes, found photos on Davis' social media of him brandishing firearms and standing next to the black Ford Explorer. Davis was also pictured on his social media wearing clothing that linked him to the case, police wrote in court documents.

The NOPD soon determined that the Ford was a Hertz rental car that could be tracked down. Investigators determined that the vehicle had stopped at an apartment complex in New Orleans East and Davis was seen on surveillance footage driving it while visiting someone there.

Police also determined that Mark and Davis communicated romantically online and discussed dealing and owning firearms before Francis was killed.

Magistrate Commissioner Joyce Sallah set Davis' bail at just under $1.1 million on Tuesday. Davis' attorney asked for a much lower amount, including a $250,000 bond on the second-degree murder charge, which Sallah set at $750,000. Walch is being held without bail.
