Man accused of attacking woman and preventing her from leaving home

JONESBORO, Ark. (KAIT) – Police arrested a Jonesboro man after they say he attacked someone and prevented them from leaving his apartment.

On Friday, October 4, Craighead County Judge Tommy Fowler found probable cause to charge 30-year-old Phillip Harper with:

  • First degree kidnapping, false imprisonment/risk of serious injury
  • Second Degree Assault on a Family or Household Member/Risk of Bodily Harm
  • Impairment of emergency communication in the first degree
  • Possession of Appendix VI, less than 4 ounces

According to the affidavit, Jonesboro police officers were dispatched to the 5900 block of Rees Road on Thursday, Oct. 3, for a disturbance.

Upon arrival, officers reported they could hear what sounded like a victim in distress.

The affidavit states the suspect, later identified as Harper, opened the door and turned himself in to police.

The victim told police that she had previously had a relationship with Harper and tried to leave, but he wouldn't let her.

The victim said Harper slammed the door with his foot and refused to let her leave, causing damage to the door frame.

When the victim tried to call 911, she said Harper took the phone and threw it, causing it to break.

“The victim stated she attempted to escape the residence again and Harper pulled her back into the residence by her hair and threw her to the ground,” the affidavit states.

The victim told police Harper then tried to choke her and put his fingers in her eyes. Officers reported redness in her eyes and that she was crying.

Police also found a bag of marijuana in plain view on the table in the living room.

Harper was arrested and taken to the Craighead County Detention Center to await his next court date on November 14th.

Judge Fowler issued him a $75,000 cash bond and a no-contact order.

The judge also noted that Harper had a history of domestic violence.
