Staff recommendation: Get an update on the Coastal Opportunity Center And
adopt a resolution authorizing the city manager to:

  1. Amending a grant agreement with the County of San Mateo to expand operations
    Opportunity Center of the Coastside for a term ending September 30, 2025; And
  2. Modify current service provider contracts for employment, small business, etc
    Entrepreneurial benefits for a term until September 30, 2025, in an amount not
    Exceed $1,069,122.

Coastal Opportunity Center / City of Half Moon Bay

The Opportunity Center of the Coastside (“OCC”) is a new program and service center designed to serve the broader coastal region, located in downtown Half Moon Bay. It will serve job seekers, small businesses, entrepreneurs and visitors to the Coast.

Renaissance Entrepreneurship Center

The Renaissance Entrepreneurship Center transforms lives and communities through entrepreneurship. Our mission is to empower and strengthen the entrepreneurial skills of socially and economically diverse people, thereby strengthening our communities through the creation of sustainable new businesses, new jobs and financial independence.

JobTrain is a 501(c)3 nonprofit education and training organization accredited by the Western Association of Schools and Colleges. Each of the JobTrain programs combines vocational training, academic training and essential skills development, preparing students to transform their lives – from unemployment and poverty to success and self-employment. Strong partnerships with employers ensure that students receive the training they need for employment, so companies can find motivated and well-trained workers for their jobs. Since 1965, JobTrain has been adapting to current employment needs. Since its inception, more than 190,000 low-income people and their families have benefited from JobTrain's programs.

Coastside Venture Studio

Founded in 2024, Coastside Venture Studio (CSVS) supports startups dedicated to solving pressing resilience challenges in a changing world. It is the only incubator-by-accelerator program in the country dedicated exclusively to resiliency technology, or “res-tech.”

Located in the heart of downtown Half Moon Bay, California, CSVS is a vibrant entrepreneurial epicenter for young, scalable companies that can contribute to an equitable, thriving coastal community.

Powered by the American Energy Society, CSVS supports promising pre-seed and seed-stage startups in three primary res-tech sectors: agriculture, water and built environments. In addition, startups outside of industries that have a particular benefit to the local community are included.

What the participating startups can expect

Each year, CSVS invites a new cohort of startups to participate in person or virtually. The cohorts consist of three or four startups in each sector, for a total of twelve to fifteen. Every startup receives:

  • Office space and business facilities.
  • Mentors matched to their specific needs to provide a wide range of support.
  • Integrate with local and regional companies and organizations to research proof of concept, conduct pilot testing and conduct real-world customer acquisition.
  • Access to top research universities and subject matter experts nearby.
  • Opportunities to network with early-stage venture investors in Silicon Valley and beyond.
  • Hosts who help participants integrate into the Coastside community and ease transitions.
  • Formal programmatic resources to help founders launch their startup, from incorporation applications and stock option agreements to proof of concept and customer discovery.

Half Moon Bay City Council Meetings ~ 1st and 3rd Tuesday at 7:00 p.m

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 p.m. at the Ted Adcock Community Center, 535 Kelly Avenue. The meeting is too Remote control from Zoom, Facebook and PCTV. Regular meeting agendas are posted 72 hours in advance. The agenda for special meetings is posted 24 hours in advance.

The Half Moon Bay City Council is the city's governing body and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major city matters, adopts ordinances and resolutions, appoints the city manager and city attorney, and approves the annual budget.

The The City of Half Moon Bay holds district-based elections for his five seats on the city council. Each council member is elected for a four-year term. There are no term limits in Half Moon Bay. The city council annually elects one of its members as mayor and one as deputy mayor.

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 p.m. at the Ted Adcock Community Center, 535 Kelly Avenue.
