Suspect arrested in DC shooting that left one man dead


Washington, D.C — A suspect has been arrested months after a fatal shooting on Pennsylvania Avenue in Southeast D.C. that left a 32-year-old man dead.

On Wednesday, May 1, at approximately 12:23 p.m., officers responded to the 1300 block of Pennsylvania Avenue in Southeast for a reported shooting. Upon arrival, they discovered Thomas Carlos Felder, who was pronounced dead at the scene.

On Friday, 26-year-old James Rice of Southeast DC was located and arrested by members of the Capital Area Regional Fugitive Task Force. He is charged with first-degree premeditated armed murder.
