Seabrook DPW employee arrested for theft and fraud – NECN

Five city employees in Seabrook, New Hampshire, are facing charges in connection with an ongoing investigation into misuse of public funds.

New Hampshire State Police said they received a request for assistance from Seabrook Police on March 20 regarding a theft investigation involving several City of Seabrook Department of Public Works employees. The suspected thefts were discovered during a routine check of purchases made by employees, police said.

After a thorough investigation, the five employees were arrested Friday morning at the DPW facility in Seabrook. Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, 52, all of Seabrook, were taken into custody on charges of theft by deception and fraudulent use of a credit card, police say.

62-year-old Forrest Carter, also of Seabrook, and 66-year-old Herbert Randall of Effingham were both arrested on charges of theft by deception and fraudulent use of a credit card, according to police.

Following her arrest, state troopers executed two search warrants, which police said resulted in the seizure of items related to the investigation.

All five were released on bail and are scheduled to appear in Hampton District Court on November 14. It was not immediately clear whether any of them had hired a lawyer.
